Each year, we at Perma Pools install many in ground pools in Zionsville, Indiana.  Because the permitting process in this city can be confusing, it's important that you understand what the zoning and permits requirement are.

Building Setbacks from property lines: vary by zoning district and are often not shown on plot plan; these generally range from 10-30'.

Setbacks because of easements: review plat plan; generally shown.  these include drainage, utility and other easements that restrict where a pool can be constructed on a property; 

Setbacks from gas and electric meters-generally 3-4'

Setbacks from septic: 10’ from tank and absorbtion field

For a pool company to apply for the appropriate pool permits, they will need a signed consent by the owner.   

You then file the approved plot plan and building permit application with the Planning Department with 2 sets of pool plans/specs.  You may need a drainage permit from Boone County before you apply so you should call Boone County and ask.  Zionsville is very concerned with coverage ratios and asks all sorts of information about this on the permit application.  You will need to know: SF of lot, SF of current acessory uses, SF of footprint of house, and SF of house.  Applications from Zionsville must be picked up at Planning and are not available onlline.

Lead time from application to permit issuance depends on backlog but generally takes about 10 days.  The Boone County drainage permit, if needed, takes just a few days.  

Special permit rules:  Zionsville, Indiana is very helpful to get permits for inground pools but the requirements are confusing and the requirement of filing with 2 offices (Boone County and Zionsville) is awkward.

Furthermore,  a bond must be posted with the City in order to pull permits.
